IPv6 Web Site Access From iPhone 14 Pro

I'm trying to get IPv6 set up on my LAN (using StarLink as the ISP) so I can access a LAN based HTTP server from the WAN side. My router is configured to receive an IPv6 address from StarLink, and my devices are generating IPv6 addresses that are accessible from inside my LAN. I believe I have my router firewall rules set up to allow http traffic thru to the server.

I'm testing by using my iPhone 14 Pro and turning off WiFi so I'm only using cellular connectivity, which is obviously outside my LAN. When I access "normal" web sites on cellular they load just fine. But if I put in an IPv6 web address (properly formatted) Safari says "Can't access the web site because you're not connected to the internet" which is BS as I can access sites just fine using a name address (like Apple.com).

Anyone figured out how to access a IPv6 address based web server from "outside" your LAN?

Example...

http://[2605:aaaa:aaaa:aa00:c0c8:15c4:6dcd:56e0]/ is a fully qualified IPv6 address (padded with aaaa:aaaa:aa for privacy) and works fine from Safari from within the LAN. That means it's a valid address, and that the Apache Server is listening to IPv6 addresses.

But when using that link from the "outside" (i.e. cellular connection) Safari says...

"Safari can't open the page because your iPhone is not connected to the internet"

Yet, if you enter "http://apple.com" things go just fine and the page is loaded.
