I got today a new sealed iPhone 13 mini from a private store. I have used it for 2.5 hours today, and now I’m charging it for the first time. I witnessed the box being unsealed.
The battery’s max capacity is now at 99%. Is that normal?
The device is under a local warranty (not Apple),when I check for warranty at Apple’s website it shows that the iPhone was bought in the 70’s..

No, not if the warranty on the phone has expired. The phone might have a new battery, but the phone is at least a year old....possibly older.....and it has been refurbished.
Normal. The battery is working really hard when the phone is new.
And....Apple displays percentages in full amounts. For example, your phone might actually be at 99.9%, but this would display on your phone as 99%.
The phone is not new though. It has been refurbished and repackaged, but even if it has been refurbished by an authorized company, it would have a full warranty, and yours does not. It has no warranty according to your check.
If it were me, I would return the phone for a refund.
Please buy from Apple or an authorized Apple reseller.

Where I live there are no official Apple stores (nor warranty), only certified ones.
I purchased it from a local certified distributer.

Yes it's normal, bearing in mind that that percentage is related to when the battery (not the iPhone) was new.
