If you have enabled and are using iCloud Photos (how that is set up and used), deleted photos are placed in the recently deleted album for a month. After that, or if the photos were again deleted from the recently deleted album, the photos are gone. Permanently. You’ll need to find other copies of the photos, if any exist.
If iCloud Photos was not used, restore a backup from prior to the deletion of the photos. You’ll want to create a backup prior to the restore, as that second backup will provide a path to return to current contents, once the photos are restored. Do not overwrite the older backup with the newer.
