Cannot sync iPhone with iTunes without first rebooting PC

When I connect my iPhone to my PC with iTunes running iTunes cannot read the files on the iPhone. I get a yellow bar instead of the file details (picture attached). I always and exclusively use this PC to backup/sync my phone. I trust the PC and open the phone.

To sync I have to reboot the PC and start iTunes and connect immediately. This used to happen only rarely, but this year it happens 100% of the time.

Very frustrating.
