While installing any Ventura or Monterey an error appears: There is a critical update for your Mac, but installing it ended with error (in Russian so text might be a bit different).
I tried everything that support application has in manuals - same error.
I can install Mac OS in safe mode and update it, but when I try to install it normally - I gain the same error.
any ideas that can help?

Sounds like you have a hardware issue with the Touchbar which will need to be repaired. It could be the Touchbar itself, or it could be the Logic Board, or it could be both. Or it could be some other hardware failure like the built-in camera (I've seen this multiple times with our organization's Macs).
You can try booting into Recovery Mode (Command + R) or better yet Internet Recovery Mode (Command + Option + R). More than likely you will encounter the same error. A few years ago, I saw a couple of users on this forum say this fixed their problem, but I personally have never seen this work for any of my organization's 2017 laptops which encountered this issue.
Edit: Even if the hardware issue is resolved, the laptop would still require a good Internet connection in order to redownload the EmbeddedOS.dmg file which has the "Critical Software" that needs to be uploaded to the Touchbar.
