Cannot install update to Ventura 13.4

Create and log into a new, basic, admin user account, Set up users, guests, and groups on Mac,  and Try to install from there.

Note:  do not launch any 3rd party apps in the account so as to not install any of the supporting files that most create.

try again from a SafeBoot How to use safe mode on your Mac - Apple Support

From Apple and from your above image error message " An internet connection is

required to install macOS."

Excerpt from below link

" Even if you're not installing macOS from the internet, the installer needs the internet to get firmware and other information specific to your Mac. Make sure that your Mac has a working and stable internet connection. "

If an error occurred while updating or installing macOS - Apple Support

Should an Internet Connect be present and functional at the time the Installation has been started, suggest connecting via a Ethernet Cable to Access point

Are there any Third Party Security Software or Disk Cleaners ever installed and used on this computer ?

Remove them

Would suggest follow previous advise First

FYI ONLY - Similar Unresolved issue from Ventura 13.3.1 (a) to Ventura 13.4

In that question, even manually downloading the Full Version 13.4 via Terminal Command below, in their case, failed

softwareupdate --fetch-full-installer --full-installer-version 13.4

Sometimes the lesser used method of Recovery Mode just works.
