I have 7000 photos and 750 videos but they are taking up 225Gb of space. This is very recent as I was able to use a 200Gb iCloud account with ease but now the icloud for my photos does not work. Why are so few photos taking up so much space.

Videos require much more space than Photos.
If you do not trust or like keeping your Photos Library in the Cloud, you can move and keep it on an external drive.

Just keep in mind that you should backup the Photos Library on the external drive to a second external drive, to prevent loosing your Photos Library.
What do you keep over 12GB of files in the Trash bin? Just empty it when you put files in it and you'll recovery that space right away.
If you're afraid that you may have put a file in there accidentally you can always recovery it from a Time Machine backup.
