At the end of the billing cycle, the data usage counter should reset to zero.
It worked flawlessly with my android phone. My Apple phone does not reset, it just keeps counting. How do I reset manually?

There is no automatic reset feature of this on the iPhone.
You can re-set it manually in Settings>Cellular.
Scroll all the way to the bottom and tap Reset Statistics
