Does cellular data reset at new billing period?

Let’s say I have used 40MB out of 40MB of cellular data and am unable to use it. Will my usage reset at the next billing period back to zero?

No. Data usage must be reset manually here:

Settings > Mobile Data > scroll to the bottom and select "Reset Statistics"

So you have to reset every time a new period starts if you want to track your data usage in the menu. Alternatively, you can often see data usage from your carrier on your profile on their website.

If you are talking about transferring unused data to a new period, then you should look at the contract you have with your carrier. But normally, if you have 40GB of data per month, your carrier resets it at the end of the month and you can use 40GB of data again.
