How to get new user set up for my iPad I gave away.
I gave my iPad to my dad who does not have an apple acct. What are the next steps so he can use the iPad

If you followed the instructions in What to do before you sell, give away, or trade in your iPhone or iPad - Apple Support then your dad can set it up as if it was a new device by using the following instructions: Set up your iPhone or iPad - Apple Support
If he doesn't already have an Apple ID he can create one in step 8 of those instructions.
