I cant set up a new iPad for my father in law. He doesn’t have an iCloud account or Apple ID

The iPad User Guide describes the process of setting-up a new iPad. During setup, the owner will need to enter their AppleID account details; if the user doesn't yet have an AppleID, this can be created during the setup process:
