Not able to create or use folders using File app, strange errors occur

When I create a new folder in the files app it says the file “untitled folder” couldn’t be saved in the folder “name of folder”, then when I close and open the files app there is a new untitled folder in the folder I wanted a new one in but when I open the new folder it says “content unavailable” and the folder cannot be deleted when I try it says “the operation can’t be completed, “untitled folder” couldn’t be moved to “501”.

i have a iPad m2 that is on iPadOS 17.1.2
