With my iPhone on charge and on its side stands mode activates but turns off after a short time. I have to go back to the Lock Screen to turn it on again.

Standby is compatible with any phone running iOS 17. However, the iPhone SE does not have Always On Display so yes, the display will lock after the pre-determined time.
