Headphone volume

Has anyone figured out this issue on iPhone 13 (17.1.2). I use wired earphones and the volume will always turn all the all the way up on its own. It only happens when the earphones are plugged into the device. It’s very annoying because I use my phone for running.

Less careful readers have replied to this issue in the past by suggesting that a user disable the “Reduce Loud Audio” function. If this has any effect, it is the OPPOSITE of what I am trying to achieve. I want my headphone volume to remain at a steady, safe level and not get too loud.
