For example, TextEdit displays the text cursor blink-period-off rate as the default 1000 milliseconds when I set the value to 0 in terminal (still blinking). For all other values (like 200, for example), the displayed rate corresponds to the set rate.

Have you rebooted your Mac since setting the rate to zero?
Try this command:
defaults write -g NSTextInsertionPointBlinkPeriodOn -float 999999999999
That worked for me.
I have tried rebooting, yes, which did not solve the issue. Thanks for the suggestion; I guess I'll just go with a very high BlinkPeriodOn as you suggest, though I do find it to be a bit of a stopgap compared to having the off-rate at zero 👀
