iCloud Drive Sync is unreliable

Observation:

I have file "note.md" on MacBook 1 (OS 11.7.10). It was edited at 3:47PM today. It's iCloud status in finder shows that it is in sync.

The same file, "note.md" on MacBook 2 (11.6.8) shows it was edited at 12:37 PM today. It's iCloud status in Finder shows that it is in sync.

The file, "note.md" is up to date when I check the file on icloud.com.

Network is working on both.


The files differ and are not in sync.


Expected Behavior:

* Synchronization occurs real-time, as long as network is available.

* If network is not available, sync occurs when network is restored.


There are multiple past posts where an Apple Community expert ignores the bug described and posts articles on how to enable iCloud Sync. If you have questions to clarify issue, I'm happy to answer.

I don't want to be mean, but this comment seems to ignore what I wrote. There was not a sync dialogue. I clearly stated the files are out of sync. I clearly stated details about timing and expectations.
