Is there a way to Reset Network Settings on iPad without wifi and passwords across both my iPad and iPhone be deleted?

My iPad erroneously tells me that my data plan has expired (which I know is not the case). Verizon support told me to reset my network settings (Settings > General > Transfer or reset iPad > Reset > Reset Network Settings). This "restores" the data plan on my iPad (which was never actually expired in the first place), temporarily solving the expired data plan problem, BUT it forgets all the wifi/passwords on my iPad AND my iPhone. Is there a way to reset network setting on my iPad without deleting my wifi and passwords on my iPhone?

If this happened just once it wouldn't be an issue. But my iPad keeps telling me my data plan has expired, which forces me to reset my network settings, and thus forget all my wifi and passwords on both devices.

If this happened to me, just before resetting network settings on my iPad, I would do:

Settings > [your Apple ID] > iCloud > Passwords & Keychain > Sync this iPad = “off” …

… then reverse this after signing in properly to the network.
