My battery has been draining very quickly for over a month now. When I check my battery in the setting app, the number one activity by app is always photos. It's showing something like a few minutes on screen activity, but hours of background activity. How can I solve this problem?

I’ve been having the same problem on a new iPhone 15 pro max. For reference, in the past 24 hours, photos has 9 hours of background activity and used 56% of my battery. This has been a constant problem since around mid October with the only way to solve it I’ve found so far being turning off cellular data and the Bluetooth connection to my Apple Watch. Often my battery doesn’t make it past 2 in the afternoon.
There are a couple of Photo app activities that happen in background. If you have iCloud Photos enabled it syncs your photos with iCloud. And it also sorts and indexes your photos, so the photos app can use energy when you aren’t actively using it. How much energy is it using? It shouldn’t be much.
Did you ever find out what was causing this?
I just bought a new iPhone 15 and it is doing the same thing. The last 24 hours is shows 40 minutes of background activity for photos and I haven’t used photos in that time.
Today it used 30% of my battery. 3 minutes on screen, 4 hour 7 mins in background.
Seems a bit extreme to have to do that - presumably it de-activates all the apple watch connectivity to iphone and other devices?
