Is there not a way to send someone a message quietly? There are a few people I talk to who do not use DND that I wish would because there are times when I want to text them but don't want to wake or disturb them. If there were a "send message quietly" function that would be very helpful for someone who you don't want to bother until they can open the message on their own time.

Unfortunately, if the recipient wants all message notifications to broadcast on all their device speakers, including AirPlay to all other speakers, there is nothing you can do about it. :)
What I recommend is to set a reminder for yourself to send it at a certain time, when the recipient won't be bothered. Maybe hack a Shortcut that can do it for you?

Use Facebook messenger. It has a silent delivery feature.
I agree that this would be a great option in there could be a setting on the phone… User can choose to allow messages to be delivered silently. My wife keeps me on emergency breakthrough all the time and there’s times that she’s at work and busy with patients and I don’t want her phone to ding, so this would be a great option and it can still be controlled by the person receiving the message.
