How to silence all notifications except one contact without using Do Not Disturb mode?

You can turn on emergency bypass in the contact record for the person you want to let through.

Keep in mind that this will bypass silent mode as well as any focus settings including Do Not Disturb.

Favorites didn't used to be silenced by the mute switch, at least for a time but that seems to have changed (again?).

The only thing I can think you could do is:

Open their contact and add ONLY them to Favorites, no one else.

Then you could put your phone on DND, and if they message you, it should come through.
