I am trying to get some details from Apple pay or Apple Cash about cancelling recent payments but whenever I call the support numbers, an automatic scripted voice tries to sell me a Medical Alert Device. I don't think this is normal. Is there a fix for this that will actually let me talk to Apple Pay or Cash Support?

Apple Pay transactions can be reviewed by contacting your card issuer.
Apple Cash transactions are generally peer-to-peer. If the cash has not been accepted, long press on the amount in messages for options, including canceling the payment. If the funds were accepted, you'll need to ask the other party to return the money.
