Are you using a non-standard keyboard layout/input source?
You can try booting into Safe Mode then restart normally. Sometimes that will fix anomalies.

Try creating your own shortcut for Emoji & Symbols in system settings > keyboard > keyboard shortcuts > app shortcuts > +

Are you using a third-party external keyboard? Normally the default to show the emoji panel is the Globe key.
