Apple ID compromised

I got an email this morning saying my apple ID, email address, date of birth and security questions and answers were changed. This account i have not used in a long time so i didn't even know I had this account active. Apparently, apple allows you to change your apple ID so if your account is compromised, and the bad actor goes into your account and updates your apple ID and email address, there is no way to recover that account. I contacted the apple support and they said they can't access the account due to security and privacy reasons which is ridiculous. Is there anything I can do in this case?
