If you are saying that you forgot your passcode.......
If you forgot your iPhone passcode - Apple Support
If you are saying that your phone has been Carrier Locked......meaning that you cannot change to another carrier.......
You need to contact your current carrier and ask them to release the lock on the phone.
If you are saying that the phone is Activation Locked......
You need to get the Apple ID and Apple ID Password of the person who originally set up the phone.
