Old iPad Home Screen after reset.

After I reset my old iPad 5th generation running iPadOS 16.7.3, All the apps are greyed out no below that, it is showing “Waiting…” instead of the app name. After I clicked on one of them, the app icon looked normal and the name was showing up, but I clicked it again and then it is now showing an alert with the title “Unable to Install (app name)”.

and under it, it is showing “Please try again later.” Screenshot is below.
