Mobile billing problems

Hello, so I’ve been having trouble with paying with mobile billing. It says that I have insufficient funds when I do have some money on my mobile billing. Any solution? I’ve been wasting my money to fix this but it never works.

When i try to download something, why does it say insufficient balance and when i try to pay i also can’t pay. i tried everything. I changed the number to the mobile billing but it said already used n stuff and i can’t find a way to pay of that insufficient ballance EVEN THOUGH I DOWNLOADING SOMETHING FREE.

How can I fix Insufficient Funds Error when Downloading Free Apps from the App Store? So, every time I try to get a free app, I get a message on my screen stating, "Billing incomplete because of insufficient funds on card." I'm getting charged $5.45 due to an insufficient amount of cash balance. I have enough space free but I'm not adding a card to get charged when I shouldn't be getting charged in the first place.
