Why does it say I don't have storage, but shows available storage when I log in?
Keeps getting noticed that I don’t have storage, but when I login it shows that I have available storage.

If you are showing insufficient storage, it would be referring to in device storage. If you are seeing adequate storage when “signed” it would be referring to iCloud storage. Exactly which is the issue?
