You DO NOT need to sign-up for cellular service.
If it is a GPS only Apple Watch, then you just pair it to your iPhone XS, XR (or newer) and the Apple Watch will use the iPhone's radios. The GPS only Apple Watch can do EVERYTHING the cellular model can do AS LONG AS your iPhone is nearby.
If you have a GPS+Cellular model, you can treat it as if it was a GPS only Apple Watch, by not signing up for cellular service.
