can you use a apple watch se cellular as a gps only
I’m looking so buy an Apple Watch SE cellular but I don’t want to pay for cellular. Can I use it just like a gps watch

Yes. You are not required to enable the Cellular radio, and it will be have as if it was a GPS only Apple Watch, with the added bonus that at least in the U.S. the cellular radio can be used for 911 calls.
As long as your iPhone is nearby, a GPS only Apple Watch (or one that has not enabled the cellular radio) can do EVERYTHING a cellular model can do.
