Face id&Passcode option doesn't appear in settings, how do I bring up the option?

You probably have Screen Time restrictions set to ON. Double check the following in Settings:

Open Settings ➡️ Screen Time ➡️ Content & Privacy Restrictions ➡️ Passcode Changes: Set this to ALLOW
