Restore ALL iPhone apps to home screen
I know I can restore apps individually to the Home Screen from the library, but I need to restore dozens of them. Can I do this in one step rather than retiring them one at a time?

Only option available is to reset the home screen layout... This previous article explains at the very bottom: iOS 15 How to restore iPhone screen layout - Apple Community ... It will put things in alphabetical order; probably not what you need exactly but that's an option.
In your case to restore from the App Library in bulk it is not possible.
