Bluetooth just has a spinning circle by the on/off button

i have an iPhone 6s Plus. My Bluetooth doesn’t work at all like by the on/off button there’s just spinning circle and I can’t use airdrop and connect to anything that involves Bluetooth( btw this is a second hand phone)
