Tried to update to ios 17 and my phone is now stuck on restore screen. Likely did not have room for it. Plugged into pc computer (no Mac) and still stuck. Power off did nothing. Would rather not factory set, backup turned off for lack of space.

Did you try to connect in Recovery Mode to your PC, as described in this article?

Did you click on "Restore"?
You may try to click on "Update" first, but if this does not work, restoring is the only way to go.
Sorry, but without a backup the data can not be restored and erasing the iPhone is the only option now.
Clicked on update and let it sit for awhile, came back to that message. My daughter is trying to avoid restore, she had back-up disabled because of lack of storage so she'll lose game saves. It does look like that is what will happen. I thought of going to Apple but they will likely say the same.

It all worked out. We chose to reset and there was a back-up!
She learned a lesson for sure, always back-up before updates
