I want to free up space on my devices by deleting old iMessages, but will this permanently delete the photos/videos from my iCloud account? That I something that I don't want to happen. Please help me understand the procedure for deleting old messages without losing the media in my iCloud.

Well if youre referring to pics you received in a text then yes those pics in a text message will for be deleted when you delete texts but if youre referring to just normal photos in the photo app then no. Because youre only deleting texts and pics in texts (theyre called attachments). But you should know when you manually delete texts it takes up to 4 days to be deleted pemanately on the apple server end. Although theres a glitch right now in ios 17.2 where mine arent being deleted in the server end. That happens sometimes. Eventually they will be deleted.
