Keyboard Shortcut To ENABLE small/large Presenter Overlay Mode - Not Working

When I'm presenting in Zoom or Google Meet, I want to be able to experiment with the small/large/none Presenter Overlay.

I saw this:

"To more quickly turn Presenter Overlay on or off, you can set up a keyboard shortcut: Choose Apple menu  > System Settings, click Keyboard in the sidebar, then click Keyboard Shortcuts on the right. Click Presenter Overlay, then assign keyboard shortcuts on the right."

I found this and set a keyboard shortcut. The weird thing is that if I've manually turned small or large ON, then the shortcut will turn those modes OFF. But, doing the shortcut by itself will not turn the mode ON.

Sounds like a bug.
