I updated my ipad and as usual the update of course took up nearly 10gb, and I know it is supposed to go down over time but mine hasn’t been doing that. Im having the same problem with my iphone. I can’t even back either of them up because I don’t have icloud space to do so.

iPadOS indeed occupies somewhat over 10GB. However, its size has absolutely nothing to to with your iCloud backup size as iPadOS is not part of your backup.
So either remove excess storage from your iPad or purchase additional iCloud storage.
It is worse than that though - the update for 17.2 requires a further 7.02GB as working storage. This means over 17GB needed above user requirements. Makes a 32GB iPad practically redundant. I’ve got a 64GB iPad now but I use a lot of Notes with pictures included - these take up too much space on the iPad as they do not back off old notes to iCloud to manage space, unlike Photos and files. Seems like a way of forcing me to upgrade to a 128GB model.
