I've got a 2009 Mac Pro on eBay that I had for a month that was damaged in shipping but when I power it on the fans spin and a red light flashes once on the CPU/Ram board. There is no signal and everything is plugged in.

The approved method for debugging is to remove everything that is in a slot -- all PCIe cards, all drives, all DVD readers, and all peripherals -- and start up again in hopes of getting the CHIME.
if no joy, also remove the RAM DIMMs, and you should then see the power indicator blinking a "help-me"code.
Once you get the chime, add back one item at a time, and keep checking for CHIME at startup.

there is one more wonky thing to check for: Wiggly Northbridge.

no tools or disassembly required for this test -- just check that its heatsink is not "wiggly"
It has to be the Northbridge heatsink because I saw one of the clips fall out of the heatsink. Thanks for the help!
Did you get the CHIME? that indicates passed to power-on self test
The power light blinks under program control. not blinking with no RAM DIMMs installed says your processor is not running.
you said 'damaged in shipping' -- what sort of damage? has this using ever worked for you?
symptoms for that are all over the map.
Some do not operate at all, some work for a while, typically under an hour, then fail with really diverse kernel panics for a whole raft of reasons.
seeing damage near the processor heatsink is what made me think of that.

does the power light stay on solid? or blink a small integer number code?
is there a drive installed?
if you give it time, does the caps lock light on the keyboard work?
the support stand on the door panel side was pulled out and now it's not straight as well as a tiny dent on the CPU heatsink the DSI510 Light flashes once on startup and is out for the rest of the time it's on and the power supply clicks with or without a GPU and it has never worked with a hard drive that has macOS on it.
The power light stays solid, there is a drive installed, and the caps lock light doesn't work.
I removed my DVD, HHD, and GPU. Nothing. I removed my Ram Dimms. There is no code from power light, its just solid.
