Adding apps to child's watch

My niece has a standalone Apple Watch plan that we set up for her.

I am her aunt, and she is under my watches.

We cannot figure out how to download apps to her watch

Every time we do it says iPhone and nothing else happens

iPhone 8, iOS 13
