Apple does not provide a means to track an iPhone via serial number or IMEI. Only via Find My, linked above, when that has been enabled. Tracking by serial number and IMEI would be massively abused.

There is no way to track a stolen iPhone by serial number of IMEI. You had to have Find My enabled on the phone before it was stolen. If you didn't have Find My enabled, you can't track it.
