"Unable to Complete Data Transfer" - What will I lose with no backup or transfer?

I am upgrading to a iPhone 15 Pro from an iPhone 13 Pro - and consistently get this error. The iPhone 13 Pro also will not backup to iCloud or a laptop, and will not update its software to the latest version. All these efforts fail. What will I lose without this transfer? Can this be fixed?
