I changed and backuped my old phone and transfered the icloud data but not all my photos were backed up and jt says there still transfering them (54GB) i only have 10GB left on the actual phone but 2TB on icloud will they still be transfered

If you sync your photos using iCloud Photos, anything on the device is in iCloud when sync completes. When you sign into iCloud on your new device and enable iCloud Photos (settings > photos), the photos will sync to the new device. Check the status in photos. Tap library, scroll to the bottom to see the current iCloud status.
If you did not use iCloud Photos your photos are then part of your device backup. You can set up your new device from your backup (an option will be presented to you).
