i have accidentally usynced my old phone photos from icloud then then all the photos were deleted from my old phone but it also have been deleted from my new iPhone and i doesnt have enough storage to download all of it how do i get them back optimized already

You may be able to recover the full-res versions of photos from iCloud:
ie: Photos many remain in "Recently Deleted" in iCloud
Delete and recover photos and videos on iCloud.com - Apple Support
or
Recover deleted files on iCloud.com - Apple Support
