Permanently deleted means precisely that.
Re old iCloud backups, they don’t exist unless you recently renamed your device.
That’s what syncing means. Anything that you do on one device reflects on all devices that you sync with iCloud.
This is crazy. Apple is a waste of time. They should indicate to us that once we upload photos to our iCloud we cannot delete it from the phone.
Alot of persons do not know this. This has also happened to someone else I know and it’s crazy.

I already deleted the photos in me recently deleted album. Also I logged into my apple account on my computer and the photos are still not there.
