Where is the “No Thanks” app?

The app is not available in the App Store. No one here in this user-to-user technical support forum would know why that is the case. I suggest you reach out to the app developer for more information.

I know why the media says it's not available. Which may or may not be the same as the actual reason. So, I repeat, contact the developer. If they have run afoul of Apple's rules, perhaps if enough people contact them, they will be motivated to find a solution.
