There is no way that I know of to change the basic behavior of Pivot Tables. The ability to collapse and expand is one of the reasons they are so flexible and powerful.

Why are you trying to do what you describe?

If you are trying to create a table for presentation (as opposed to flexible data analysis at which Pivot Tables excel) then keep in mind that you can copy paste visible cells from a Pivot Table into a "regular" table and dress up that regular table for presentation to others.

Then just select the part you want to print and copy-paste into a presentation table on a separate sheet for printing. Note that you'll likely want to have already created the presentation table and when pasting click just once in an upper left cell before command-v or Edit > Paste and Match Style to paste.

Pivot Tables are powerful tools for flexible data analysis. But sometimes you want to dress up the results for printing/presenting to others.

If you haven't already done so, you might look into creating charts based on a Pivot Table. Those should print well.
