How can I update iTunes so I can download apps?

iTunes is disabled for some reason I cannot fathom and I'm unable to remedy this on my phone. Problematic on a variety of levels. There are too many hoops to jump through, when I'm learning about all subject relating to reality at a ridiculous rate at the moment.
