But how do I prevent child from refreshing an app I deleted from their phone?

Parental Controls prevents a child from downloading a NEW app without parental approvals. I deleted an app installed on child's phone which I did not want her to have access to. But when I go into the App store on childs phone, it still allows app to be downloaded without parental approval. How can I block this app?

iPhone 14 Pro, iOS 17

To prevent an app from being reinstalled, hide the purchase. See the information in Hide purchases from the App Store - Apple Support

including the following:

When you hide an app in your purchase list, it no longer appears in the list of your purchases that's in the App Store. The app will still appear in your complete purchase history in Settings. And if you use Family Sharing, family members can't redownload the app from your list of shared purchases.
