Big Sur, the operating system you saved to your signature can't be upgraded beyond 11.7.10 in Apple menu -> About This Mac -> Software Update. There is a release of Safari 16.6.1 that is slightly newer that you will also find on the same upgrade path. Keep in mind, newer releases of Safari have better security updates, which are addressed by other browsers and newer Mac OS upgrades.
Monterey, the next upgrade may be available depending on the age of your computer, as documented on this tip via the App Store.
The tip also has links to upgrade to Ventura and Sonoma. Not every Mac can upgrade past Big Sur, or Monterey or Ventura.
