Can't get an iCloud alias email address to work

I have iCloud + and am supposed to have up to three alias' however I am trying to get my first one but keep getting the following message "icloud this alias cannot be saved at this time".

what I have tried so far

changing computers, and iPhone

changing network

booting into safe mode

logging out of iCloud and logging back in after shutting down browsers

have tried Safari and Chrome

none of things are working for me

the name I want is available and has no unusual characters

Please help

Why can't I change my Apple ID to one of my aliases? My Apple ID ends in @icloud.com. I want to use one of my aliases that also ends in icloud.com as my Apple ID. When I try to do it, the error message I receive is "You can only add the @icloud.com address that is already on file in your account," which is a sentence that barely makes sense. What does it mean to add an address that is already on file? If it's already on file, why would I need to add it? And anyway, I'm not trying to add an address, I'm trying to change my Apple ID to an email address that I already use through iCloud as an alias. Any help? Set back the primary icloud email address as Apple iD Okay, so I am struggling to re-set my primary icloud email address as my Apple ID after I changed it to some of my other email address. I am unable to remove my icloud email address from my Apple ID Email & Phone Numbers to try re-adding it, it says "This is an alias of your Apple ID email address.". And when I try to change my Apple ID to the icloud email address I just get the "This email address cannot be used as an Apple ID at this time." error. What am I missing here? I signed out of all of my devices and trying to fix this issue from Web.
