Try to add a contact to a given User Group.
Drag&drop of the selected contact to the group doesn't work on my Mac (both Ventura & Catalina)
Sometimes you can open the group and add a user to it.
Most often even this will fail. The new contact will be stored in "All Contact" with no way to drag it to the group.
It does work on my iPad.

Are you running any VPN, Anti-Virus, or Cleaning apps?
We need to see what all is running, a report from this will not display any personal info...

Use the Note tool on the bottom of this editor's toolbar, as shown in the image, to copy and paste the output from EtreCheck. In a Reply before you click post, look for this to add longer texts...
If contacts are not getting added to your list, check to see if you created a smart list. Contacts cannot be added to smart lists. See Smart Contacts for more info.
You can also create New Contacts within the group by once again clicking the Button with a Plus Sign and then selecting New Contact.
I did create regular lists, not smart lists.
Sometimes they do work, smart lists would never work, right?
I also created new contacts from "inside" the list. Same procedure: Works once, then the new contact card will be closed and "vanishes". Can then be found in the "All users"-View, drag&drop to the preferred list most often not possible.
I found a workaround in some older posts: Quit contact.app and restart it with Shift.
The other workaround would be to use the iPad or iCloud.com.
